| 18.1 Mission⁄Purpose of “.政务” TLD 18.1.1 To Stimulate Innovation in the Internet Name Space and Enrich Internet Users’ Choices and Give Them Better Experiences Online Before the introduction of Chinese gTLDs, all Internet users used ASCII gTLDs as the main channels to access Internet information, experience online communications as well as obtaining government services over the Internet, and no further channels were available. Introducing Chinese gTLDs including “.政务” TLD will promote the development of IDNs. It also provides a brand new channel for people using full Chinese domain names to access websites of Chinese government organizations, using Chinese language to access online information, experiencing online communications and obtaining government services in a way that is intuitive to Chinese Internet users. 18.1.2 To Bridge the Digital Divide In China, before the introduction of Chinese gTLD, the Internet was a tool only mastered by a well educated group, while the big majority of Chinese who live in the country side are less educated and find it very difficult to remember and use ASCII domain names. These difficulties in accessing the Internet become an objective factor that forms and expands the digital divide. The Chinese government has promoted the Internet development through a series of Internet construction projects, including “Every Village Internet Project”. Nowadays, the development of the Internet in China has entered an express way, where over 500 million Chinese people (1.3 billion population total) have become Internet users. The introduction of “.政务” TLD will allow Chinese government organizations to attract more visitors by adopting their distinct Chinese domain names. For instance, The Ministry of Industry and Information Technology (MIIT) of China may use “工信部.政务” in addition to “miit.gov.cn” and makes its domain name more memorable to Chinese language users. Based on the idea of ONE World, ONE Internet, CONAC will establish an environment for Chinese government organizations and hundreds of millions of Chinese Internet users and more potential users who have difficulties in reading English to access the Internet in their native language, and thus bridging the digital divide. 18.1.3 To Promote the Development of E-government In developed countries, people take E-government for granted, but in China this is a new phenomenon. In order to adapt to the developing trend of E-government, CONAC assists nearly 400,000 Chinese government organizations to continuously provide prompt and reliable government information and various online public services with Chinese domain names. To provide secure, stable and sustain technical support, CONAC currently assists 500 million Chinese Internet users and over 800 million potential users to access government information, obtain approval of various applications and enjoy online interactions by promoting “.政务” suffix among Chinese government websites. Previously, people had to go to government agencies in person to pay taxes applied for and renew driving licenses and get annual certificates audited. With “.政务” domain name in use, people in remote rural areas and those who do not read English may benefit from government online services remotely and conveniently from their home. |
